Informing him of a report in the Observer on the death of Cecil Bisshopp, but also doubting the report's veracity and stating his intention to ascertain the facts. The writer is presumed to be Henry Goulburn who was Conservative MP for Horsham from 1808, and at that time served as Under-Secretary of State for War and the Colonies. Goulburn later served as Chancellor of the Exchequer from 1828-1830 and Home Secretary from 1834-1835.
